Implementation Opinions on Vigorously Introducing Outstanding Talents, Serving the Opening of Strong City, Industry and Establishing City
In order to thoroughly implement the spirit of the 19th National Congress of the Communist Party of China and the 2nd and 3rd Plenary Sessions of the 19th Central Committee, in accordance with the deepening of the reform of the talent development system and the requirements of the “Hunan Province Furong Talent Action Plan”, we will fully gather talents to innovate and start businesses in our city and provide better service. The strategy of opening a strong city and establishing a city by industry, on the premise of strictly abiding by relevant national laws, regulations and policies, is now formulating the following implementation opinions on vigorously introducing outstanding talents to serve the opening of a strong city and establishing a city by industry:
1. Vigorously introduce industry elite talents
The recognized industry elites carry out innovation and entrepreneurship work in our city (mainly including R&D technology projects, scientific and technological achievements, patent inventions, establishment of enterprises, implementation projects, etc.), which have made greater contributions to the city’s industrial development and brought greater economic and social development If it is effective, a one-time innovation and entrepreneurship subsidy of 5 million yuan to 500,000 yuan will be given by adopting the method of “one matter, one discussion”.
2. Vigorously introduce highly educated talents
Full-time doctoral students who come to work in our city’s enterprises will be given a work and living allowance of 4,000 yuan/month, and a house purchase subsidy of 200,000 yuan.
Full-time postgraduates who come to work in our city’s enterprises will be given a work and living allowance of 3,000 yuan per month, and a house purchase subsidy of 50,000 yuan.
Full-time “double first-class” colleges and universities (including world-class university construction universities and world-class discipline construction universities) undergraduates come to work in our city's enterprises, and provide work and living allowances of 2,000 yuan/month and house purchase subsidies of 30,000 yuan.
3. Vigorously introduce talents with senior titles
Engineering technology and natural science senior titles come to work in our city’s enterprises, and the senior titles and deputy senior titles will be given 5,000 yuan/month and 4,000 yuan/month for work and living allowances, and 150,000 yuan and 100,000 yuan for house purchase subsidies.
4. Vigorously introduce highly skilled talents
High-skilled talents come to work in our city’s enterprises, and the recognized high-end skilled talents, senior technicians, technicians will be given 4,000 yuan/month, 3,000 yuan/month, 2,000 yuan/month, and house purchase subsidies of 100,000 yuan and 50,000 yuan respectively. RMB 30,000; other recognized high-skilled talents in short supply (without restrictions on academic qualifications, technical titles, vocational qualifications, etc.) will receive a work and living subsidy of RMB 2,000 per month, and a house purchase subsidy of RMB 30,000. For those who have won the second prize or above in the provincial level one skill competition or the first prize in the provincial level two skill competition to work in our city’s enterprises, a work and living allowance of 2,000 yuan/month will be given.
Senior workers come to work in our city’s enterprises, and they will be given a work and living allowance of 1,000 yuan/month.
5. Vigorously introduce professional managers
Encourage companies to hire outstanding professional managers. Professional managers (should have experience in middle-level or above management positions in relevant companies) introduced from the world’s top 500 companies and China’s top 500 companies to work as professional managers in our city’s companies (should serve as general managers or Deputy general manager position). For positions with an annual salary of more than 400,000 yuan, professional managers will be given work and living allowances at 20% of the annual salary, and the maximum subsidy per person shall not exceed 300,000 yuan per year. For enterprises that have introduced the above two types of professional managers, according to the source of the introduced professional managers, a one-off subsidy of 200,000 yuan and 100,000 yuan will be given to each introduced person, and the maximum subsidy for the same enterprise shall not exceed 500,000 yuan per year.
6. Vigorously support the construction of talent carriers
A subsidy of 2 million yuan will be given to leading talents who build a national-level technological innovation platform after coming to work in our city’s enterprises; to build a provincial technological innovation platform, a provincial-level professional and technical personnel continuing education base, and a provincial-level enterprise technological innovation after coming to work in our city’s enterprises. The leading talent of the entrepreneurial team will be given a subsidy of 1 million yuan. Relying on non-repetitive subsidies for new talent carriers of the same level in the same enterprise.
For the leading talents who come to our city’s enterprises to preside over technical R&D projects and product innovation projects, if the project research results are determined to produce significant economic benefits or significant impacts, they will be granted a project innovation R&D subsidy of up to 1 million yuan; their scientific research results have been awarded the national level , For provincial-level awards and subsidies, 50% of the national and provincial-level awards and subsidies will be matched.
7. Vigorously unblock talent flow channels
Break the barriers to talent flow and improve the talent flow mechanism. Talents with a full-time university degree or above who have a full-time university degree and have great development potential who work in enterprises in our city can be selected for inclusion in the team of outstanding young cadres for targeted training.
8. Vigorously provide quality services
Introduce new industry elite talents and full-time doctoral students who work full-time in regular enterprises to help them solve the difficulties of their families in employment, children's education, and medical treatment. If the spouse originally belonged to a government institution or institution, it shall be transferred to work in the same type of unit according to the procedures. If the spouse is not working in an institution or institution and has a bachelor’s degree or above, according to the wishes of the talents, the relevant departments of the municipal government can arrange the corresponding work according to the “one matter, one discussion” method; Living allowance based on the minimum wage in the urban area. Minor children are enrolled in the nearest primary and secondary schools, public kindergartens in the city, district/county (city), and public kindergartens according to the wishes of talents. Medical care cards for high-level talents are issued, and the municipal tertiary A hospitals provide priority diagnosis and treatment, health management and consulting services, and provide one free medical and health check every year.
Adhere to the principles of government support, enterprise and park leadership, social participation, and resource sharing to promote the construction of talent apartments. Newly-introduced industry elite talents and full-time doctoral students who work full-time in permanent enterprises can apply for renting apartments for talents before enjoying housing subsidies. The lease term shall not exceed 6 years, and the employer shall bear the rent according to the public rental housing standards.
9. Vigorously strengthen the construction of talent service institutions
Enrich the work force of the Municipal Human Resources Development Exchange Service Center, and strengthen the comprehensive service functions of talents.
10. Supplementary Provisions
This opinion applies to the talents introduced from outside the Changde City area by key industrial enterprises above designated size and municipal state-owned enterprises that have registered and paid taxes within the Changde City area.
This opinion shall be implemented as of the date of issuance, and the organization department of the Municipal Party Committee and the Municipal Bureau of Human Resources and Social Security shall be responsible for interpretation in conjunction with relevant departments.
