National Traffic Management Model City
On December 26th, 2005, Traffic Administration Bureau of the Ministry of Public Security of the People's Republic of China and the Urban Construction Department of Ministry of Housing and Urban-Rural Development of the People's Republic of China informed the traffic police detachment of Public Security Bureau of Changde, Changde Construction Bureau, and the leaders of Changde city construction that Changde has met the first level management standard of “National Smooth Traffic Project”. Hence, Changde became the first city of this honor in Hunan Province.
Since 2001, Changde has started to implement the smooth traffic project through effortlessly improving the traffic order and improving the infrastructures. Over the past 4 years, Changde has spent approximately 3 billion yuan on traffic related infrastructures. In the urban area, over 180 roads (with the overall length of 220 thousand meters) have been widened, and the total area of the city roads reached 6.09 million m². The road network density reached 5 km/ km², and the per capita road area was 11 m². The urban area has been equipped with an intelligent traffic control center that can provide services of monitoring, commanding, guiding, transmitting data, and information inquiring, etc., and most subordinated districts and counties have also built an intelligent traffic controlling system. The results of these efforts are promising: traffic accidents are reducing, traffic order is improving, and people’s traffic safety consciousness is strengthening.
