How to Apply for College Graduate Start-up Assistance

    According to The State Council’s Opinions on Further Improving Employment and Start-up in the New Situation, College Graduate Start-up Assistance Project aims to provide assistance in employment and business start-up for college graduates.  

    Start-up Subsidy Application

    Legal Basis: Notice on Furthering the Distribution of Job-hunting and Start-up Subsidy for New Graduates issued by Hunan Provincial Human Resources and Social Security Department, Hunan Provincial Educational Department and Hunan Provincial Financial Department

    Qualified Applicants: Orphans, handicapped students, children from low-income families, or graduates obtaining a national student loan at school who study in ordinary colleges and universities, technician colleges, special education colleges (including secondary vocational schools).

    Required Materials:

    1. Application Form for Job-hunting and Start-up Subsidy for Hunan New Graduates;

    2. Proof required by schools.

    Procedures:

    1. Application: Qualified new graduates shall make an application in their schools before September 20 each year, and submit the Application Form for Job-hunting and Start-up Subsidy for Hunan New Graduates and other proof required by schools.

    2. Check by schools: Each and every school shall conduct a check of the applicants by class evaluation and other public procedures, launch a publicity of the candidates for at least 5 working days, and then submit a summary sheet of the applicants to the municipal Human Resources and Social Security Department before November 1st each year.

    3. Check by departments: The municipal Human Resources and Social Security Department, together with the municipal Educational Department and the Financial Department, shall check the application materials submitted by schools, and determine the candidates and the number of persons to be distributed. Furthermore, the municipal Human Resources and Social Security Department on the basis of the check will submit a Statistical Form of Graduate Applicants of Changde City to the municipal Financial Department and the municipal Educational Department before November 30 each year.

    4. Verification and appropriation by the Financial Department: The municipal Financial Department shall appropriate subsidy funds to each school before December 31st each year; and each school shall allocate the subsidy funds to the personal bank accounts of new graduates through the existing subsidy system, then submit the relevant appropriation certificates to the local Human Resources and Social Security Department, Financial Department, and Educational Department.

    5. Summarizing and filing: The municipal Human Resources and Social Security Department, Educational Department and Financial Department shall submit the Statistical Form to the provincial Human Resources and Social Security Department, Educational Department, and Financial Department respectively before January 20 of the following year.

    Support Fund Application

    Item: Support Fund for Self-employed College Graduates

        Legal Basis: Measures of Support Fund for Self-employed College Graduates issued by the municipal Human Resources and Social Security Department and Financial Department.

    Requirements:

    The unemployed college graduates or postgraduates graduating within two years, who are permanent residents of Changde, want to start their own business in Changde and meet the following requirements, can enjoy support fund according to the Measures.

    1. The applicant shall be capable of organization and coordination, sci-tech innovation and self-employment.

    2. The applicant’s self-starting program shall be of technological advancement, development value and good market prospect, and in line with the national industrial policies as well as employment demands.

    3. The applicant shall legally obtain the business license issued by the Administrative Department for Industry and Commerce, establish sound financial rules and regulations and have a fixed business place. Furthermore s/he shall act as the legal representative of the company.

    4. The applicant shall have no history of bad credits or illegal acts.
    Required Materials:

    1. The ID card, the residence booklet, the original and the copy of academic certificate and a one-inch bareheaded photo.

    2. A written report on fund application.

    3. The original and the copy of the business license and the tax registration certificate.

    4. Proof of no bad credits issued by banks, the applicant’s community or village committee.

    5. Proof of no illegal acts issued by the applicant’s community or village committee.

    6. Other relevant materials: Those applying for income tax subsidy shall provide the relevant income tax payment certificate; those applying for rent subsidy shall offer the Housing Rental Contract; those applying for small-sum secured loan interest subsidy shall provide the relevant loan contracts; those applying for the repayment subsidy must provide the relevant proof of failure to pay off issued by the small-sum secured loan checking organizations.

    Procedures:

    1. Application: Qualified self-employed college graduates can make an application voluntarily in his or her community or village committee 6 months after the industrial and commercial registration, and fill in the Application Form for Changde City Support Fund for Self-employed College Graduates as required, and provide the above-mentioned materials.

    2. Check: The Labor Security Service Center of the community or the village committee shall complete the check with comments within 5 working days from the date when an application is made and submit to the county or district Labor Security Department for deliberation and approval.

    3. Recheck: The county or district Labor Security Department, together with the local Financial Department, shall conduct an investigation and recheck within 6 working days after receiving the application, and afterwards report the results to the municipal Human Resources and Social Security Department in a timely manner. Then the municipal Human Resources and Social Security Department, together with the municipal Financial Department, will commission experts to review and assess the application on a regular basis (once in July and once in November each year), and finally report to the municipal government for deliberation and approval.

    4. Appropriation: The municipal Financial Department will allocate special support fund to the county or district Financial Department according to approval results. The latter shall appropriate fund to the applicant’s bank accounts within 5 working days after receiving the special support fund.
