    Government subsidized housing is designed to provide houses of regulated standard, price or rent for medium or low-income families with difficulty in housing. It generally consists of low-rent housing, affordable housing, and policy-based rental housing different from commercial housing that is completely market-priced.

    Mode OneDirect Application for   Urban Public Rental Housing

    I. Qualified Applicants

    Local urban medium or   low-income families with difficulty in housing, newly-employed persons,   migrant workers, and introduced talents

    II. Requirements for   Application

    1. For local urban   families: The applicant shall have full capacity for civil conduct and rent   payment.  The applicant has not housing   or his/her per capita living area is less than 13 square meters in the urban   areas. The immediate family members of the applicant or the joint applicant do   not have the ability to provide housing assistance in the urban area. The   time for house renting must last for 5 years or more, and the relevant proofs   must be provided for the special circumstances such as illness or disaster. The   income of one-family household is less than 1,600 Yuan per month, two-family   household has a per capita income of less than 1,400 Yuan per month, and   household with three families or more has a per capita income of less than   1300 Yuan per month. The application shall be on household basis, and the applicant   shall be at least 18 years old with a stable income in urban areas and full   capacity for civil conduct. Single person over 28 years old (except those   whose divorce periods less than 2 years) or couples who register at their   great family booklet can apply separately. Applicants over 65 years old need   to have their children or guardians as joint applicants; there is a statutory   supporting or fostering duty between the applicant and the joint applicant,   and they shall actually live in urban areas.

    2. For newly-employed   persons (less than 10 years out of universities) and migrant workers: They   shall have full capacity for civil conduct and rent payment, sign a formal   labor contract at Changde for more than one year and have no housing in urban   areas. Furthermore, they must pay social insurance, medical insurance and   housing fund continuously. (P.S.: migrant workers who reach the legal   retirement age are not included.)

    3. For introduced talents:   They shall have relevant proofs from the organizations, departments of human   resources and social security or employers, make application through their   working units and have no housing in the urban areas.

    Mode Two: Housing   Allowance for Public Rental Housing on the Housing Markets

    I. Qualified Applicants

    Mainly migrant workers,   and other employees who meet the requirements of Public Rental Housing Plan.

    II. Requirements for   Application

    1. For migrant workers: They   shall have full capacity for civil conduct and rent payment,  sign a formal labor contract at Changde for   more than one year and have no housing in urban areas. (P.S.: migrant workers   who reach the legal retirement age are not included.)

    2. For Others: They shall   make application according to requirements of Public Rental Housing Plan.

    III. Available Houses: Public   rental housing on markets

    IV. Subsidy Method: Rental   Allowance

    V. Standards for rental   allowance: Each km2 will be given 4 Yuan as allowance, therefore   one-family household with a living area of 30 km2 will be given   120 Yuan per month; 180 Yuan will be subsidized to two-family household with   an area of 45 km2 per month, and 240 Yuan will be given to   household with three families or more who live in 60 km2 per   month. If the area of rented house does not reach what is mentioned above,   allowance will be given based on the actual area. And allowance will be   issued semiannually by June 30 and December 31. The standard of rental   allowance will be adjusted by the Municipal Housing Security Office every two   years according to the average rent of the housing market.

     

    Required Materials

    For medium low-income   families in local urban area:

    1. Public rental housing   application;

    2. Resident ID card and   residence booklet; and for collective household, proofs from their working   units shall be provided;

    3. For the married,   marriage certificates shall be provided.

    For newly-employed   workers, migrant workers, and introduced talents, their working units shall   provide:

    1. Public rental housing   applications of both unit and individual;

    2. Resident ID card, residence   booklet, and payment certificates for social insurance, medical insurance,   and housing fund ;

    3. Organization code or   business license, tax registration certificate and labor contract;

    4. The relevant proofs or   materials for introduced talents, model workers or model heroes at or above   the provincial level, demobilized soldiers awarded class II merit and   graduates of colleges and universities.

    P.S.: The originals of   item 2, item 3, and item 4 shall be provided by the applicant and their   copies are kept by Municipal Rental Management Center for Government Subsidized Housing .

    Acceptance and Approval

    1. Acceptance: The   applicant submits a written application at the designated acceptance window   and obtains an application form for completion.

    2. Verification: Urban   families shall be examined and verified by the sub-district office and the   township government from the applicant's residence, and other applicants   shall be investigated by their working units. The sub-district office and the   township government shall submit their comments and publicity to the   district’s Housing Security Office and the application units shall submit   those materials to the municipal and district’s Housing Security Office .

    3. Review: The municipal   and district’s Housing Security Office will review the materials after   receiving them.

    4. Final review and   waiting: After the final review, the municipal and district’s Housing Security   Office will launch a publicity of qualified applicants on the media and   website. If no reasonable objection, the applicant can enter into the waiting   list and be given a waiting number according to the time of the final review   (subject to the record of the computer). If there is any established   objection, the relevant unit shall inform the applicant in a written document   explaining the reason.

    Rental Management

    1. Rental Principles: A   family is allowed to rent a set of government subsidized house. Apartment   with one bedroom and one living room is allocated for one- or two-family   household, and Apartment with two bedrooms and one living room is for   household with three families or more, for father-daughter family and   mother-son family (children at or over the age of 7) and for brother-sister   family. Flat with two bedrooms and one living room can be shared by   applicants, and the smallest apartment is for the single.

    2, Rental lottery: The   municipal and district’s Housing Security Office will formulate a rental plan   according to the types and areas of available houses and make publicity to   the public. The determined waiting numbers can enter into lottery at the rate   of 110% under the supervision of Notary Authority and Disciplinary Inspection   and Supervision Authority. For those who are qualified to live in after   lottery, a “Move-in Notice” will be issued by the municipal and district’s   Housing Security Office; while those unqualified will enjoy a direct   allocation next time.

    3. Contract signing. The   applicant shall sign a rental contract with the housing management unit   designated by the municipal and district’s Housing Security Office within 15   days once receiving a “Move-in Notice”. If overdue, it will be deemed as a   waiver. The allocation is invalidated and a new application is required.
