Part One Basis and Environment

 

Chapter One Reality Basis

 

The achievements in the 12th Five-Year Plan period has laid a solid foundation for building a moderately prosperous society in all respects.

The quantity and quality of economy grew simultaneously. Changde’s GDP reached 200 billion yuan in 2012 and 270.9 billion yuan in 2015, with an annual increase of 11.1% and above the national and provincial average during the 12th Five-Year Plan period. Per capital GDP has increased from 26550 yuan in 2010 to 46408 yuan so far.

Faster progress was made in structural adjustment and the structure of industry was improved constantly. The proportion of three industries was adjusted to 13.1:45.7:41.2 nowadays from 18.8:45.9:35.3 in 2010. A group of investors were successfully introduced into Changde such as Hanergy Group, the first world-renown clean energy enterprise, Inspur Group, a leader of domestic information technology, Overseas Chinese Town Group, a leader of Chinese cultural tourism, and Wanda Group, a nationally well-known commercial real estate enterprise.

Improvement was made in infrastructure. In transportation, Shimen-Changsha Railway upgrading and Taohuayuan Airport expansion were finished; Qianjiang-Zhangjiajie-Changde high speed Railway started construction; the general length of road in service reached 2250 thousand kilometer and that of waterway 1775 kilometer. In energy security, a group of plants were built such as Taoyuan Hydropower Plant, Changde Power Plant, Kaidi Biomass Power Plant in Linli County, Waste-to-energy Plant in Deshan District.

A new look appeared in urban and rural construction. Urban residents accounted for 47%; Changde stepped up urban area expanding and upgrading; steady progress was made in the construction of “3+N” Perfect Community.

Living standards improved apparently. The performance of the “Targeted Poverty Alleviation” helped 318 thousand people lift out of poverty; in total, 342 thousand new urban jobs were created and 403 rural labors transferred and employed; urban per capita disposable income reached 24513 yuan and rural per capita net income 11744 yuan.

All-round progress was made in social programs. Education underwent rapid development with a total investment of 30.03 billion yuan; culture and of mass fitness flourished; 3909 various medical institutions were built or upgraded; sci-tech innovation speeded up.

Reform and opening up was deepened. Reform was deepened in such fields as state-owned enterprises and funds, park management system, urban management system, medical and health system and so on.

 

 

Chapter Two Development Environment

 

The international financial crisis continues to fester and the global political and economic landscape is undergoing major adjustment and change. China’s economy has entered a new normal state where China witnesses a great shift in development vision and methods. Changde boasts such favorable conditions that it can experience fast and sustainable development, but at the same time will encounter many difficulties and challenges.

 

Part Two Idea and Targets

 

Chapter Three Guiding Idea

 

We should adhere to the development strategy of “One Center”. Changde, located in the northwest of Hunan Province, is a juncture of Hunan Province and Hubei Province. With such a favorable condition, we should persist in building Changde into a modern regional center in northwest of Hunan  Province.

We should realize the development target of “Three Eras”: high-speed railway era, metropolis era, 100-billion-yuan-industry era.

We should stick to the development method of “Five Changde”. Adhering to innovative development and building Smart Changde; adhering to coordinated development and building Healthy Changde; adhering to green development and building Beautiful Changde; adhering to open development and building Modern Changde; adhering to shared development and building Happy Changde.

 

Chapter Four Specific Targets

 

Comprehensive strength: At the end of 13th Five-Year Plan period, GDP will reach 430 billion yuan, with an annual increase of 9%; the general public budget revenue 33 billion yuan, with an annual increase of 10%; large-scale industry added value 150 billion yuan, with an annual increase of 8.5%; the total investment in fixed assets 150 billion yuan, with an annual increase of 17%; the total retail scale of consumer goods160 billion yuan, with an annual increase of 12%.

Industrial development: In 2020, structure of Changde’s three industries will be adjusted to 10:44:46; new industrialization and agricultural modernization will speed up; the proportion of service industry and science & technology in industry will increase apparently.

Transportation infrastructure: Changde will step into high-speed rail era, forming a cross of main arteries; highway should cover all towns and counties; airlines and waterways will get optimized.

Urban construction: In 2020, permanent urban residents should account for 57% of total population; Changde should be built into a modern regional center in northwest of Hunan  Province with an urban area of 100 km² and a population of 1 million.

Ecological civilization: Such construction as National Sponge  City, National Forest City and National Ecological Garden City will make remarkable achievements; in 2020, the air quality will be good or excellent for 80% of the year; forest coverage will reach 23.04%.

Living standards: We need to fight hard to win the war against poverty and help lift out of poverty all rural residents falling below the current poverty line in 2017; 250 thousand new jobs should be created in the 13th Five-Year Plan period; people will enjoy better lives and society remain stable and harmonious.

 

 

Part Three Methods and Tasks

 

Chapter Five Adhering to Innovative Development and Building Smart Changde

 

Section One Enhancing Sci-tech Innovation Capability

 

We will launch major science and technology programs. For example, in industry, we will develop emerging and key industries such as non-ferrous metal industry, new material industry and e-information industry, and construct relative industrial technology chain; in agriculture, we will develop new agricultural technology so as to cultivate new farm products.

We will ensure that enterprises lead in making innovation. In 2020, we aim to develop over 50 high-innovation enterprises and over 100 middle and small-sized enterprises of independent innovation capability.

We will implement policies and measures to support the transformation and commercialization of scientific and technological achievements. In the 13th Five-Year Plan period, we will finish the transformation and commercialization of 5 major sci-tech achievements and promote the application of 10 universal technology achievements.

We will develop sci-tech incubators and cooperation platforms. By 2020, we will set up over 5 national sci-tech incubators, over 15 provincial innovative incubators and over 20 academician workstations and post-doctor research stations.

We will accelerate the construction of sci-tech innovative parks according to the pattern of “One District and Three Parks”(Dingcheng District, Hanshou High-tech Park, Xidongting Biology Sci-tech Park and Wuling Industry Park).

 

Section Two Building an Educationally Advanced City

 

We will balance development of public education. In 2020, the enrollment of preschool children from the age 3 to 5 will reach 82%; that of primary school and junior high school 100%; that of senior high school 96%.

We will accelerate the vocational education system. By 2020, the “double qualified teachers” will account for 50% of the professional teachers; the secondary vocational education with regional characteristics will be developed.

We will develop higher education. By 2020, over 5 colleges and universities will be built, with 50 thousand full-time students.

We will develop adult education. Both academic education and non-academic education will be greatly developed.

 

Section Three Accelerating Informatization Construction

 

We will improve information infrastructure. By 2020, high-speed and safe information infrastructure will be built; Changde’s Internet bandwidth will reach 5000 Gbps; the optical network and 4G network will cover everywhere.

We will develop “Internet +” economy and encourage the integration of major fields and Internet so as to exert innovative influence of Internet on such fields as industry, agriculture and energy.

We will improve the smart service system, construct smart communities, villages, parks and urban area and promote the construction of innovative pilots and application models.

 

Section Four Encouraging Mass Entrepreneurship and Innovation

 

We will encourage starting business and making innovation and foster a culture of innovation and create a favorable environment for innovation in which people venture to break new ground and failure is tolerated.

We will provide platforms for starting business and making innovation and strive to build a new national science popularization base and 5 provincial ones.

We will lower the threshold of starting business and invest more funds and make policies to support starting business.

We will strive to build talent highland. By 2020, the total amount of human resources will reach 500 thousand, among which 170 thousand are professional and technical personnel, 100 thousand high-skill talents.

 

Chapter Six Adhering to Coordinated Development and Building Healthy Changde

 

Section One Promoting New Industrialization

 

We will spare no efforts to nurture backbone industries such as cigarette, biotechnology and healthy food, modern equipment manufacturing, non-ferrous metal and new material.

We will make all efforts to develop emerging industries such as e-information, new energy.

We will transform and upgrade traditional industries such as textile and garment, paper processing, building material and chemistry.

 

Section Two Promoting Agricultural Modernization

 

We will improve the capacity of agricultural production. By 2020, the agricultural mechanization will account for 79%; a number of modern agricultural production bases will be built; 2000-thousand-mu Rape Standard Production Base and 1500-thousand-mu Camellia Oleifera Industry Base will be established.

We will build a new agricultural management system, which, on the basis of household contract management, takes leading specialized households, family farms, agricultural cooperatives and agricultural industrialized enterprises as backbone and other organizations as the complements.

We will promote the intensive processing of agricultural products. By 2020, Changde’s sales revenue of agricultural product processing industry will reach 230 billion yuan and the processing rate of agricultural products 50%.

We will improve the modern agricultural supporting system. In 2020, the coverage rate of major crop varieties and advanced technology will be over 98% and that of information-based agriculture over 90%.

We will strive to build a beautiful countryside. In the 13th Five-Year Plan period, about 300 beautiful countryside models will be built.

 

Section Three Accelerating Modernization of Service Industry

 

We will strive to develop tourism industry. In the 13th Five-Year Plan period, the number of tourists will increase by over 20% annually; the gross revenue of tourism will increase by over 25% annually, accounting for 10% of GDP in 2020.

We will strive to develop business circulation industry including commercial trade and modern logistics. By 2020, every village will boast business network and delivery service.

We will strive to develop financial industry. By 2020, we will build over 20 financial organizations in banking industry, over 10 listed companies, over 18 securities and futures companies and 50 municipal insurance institutes.

We will strive to develop creative design industry. In the 13th Five-Year Plan period, we will create over 4 Changde original animations of national influence, over 2 original comics. The industry design and architecture design will have increasing influence provincially and nationally.

We will strive to develop other service industries such as real estate, household service, after-sales service and so on.

 

Section Four Accelerating the Development of Industry Integration and Cluster

 

We will promote the integration of information technology and industrialization and in-depth application of Internet in the manufacturing field, developing new industries based on Internet such as personalized customization and cloud manufacturing.

We will promote the interaction between industrialization and urbanization and accelerate the construction of new districts where urbanization is integrated into industrialization.

We will accelerate the construction of platforms for industry cluster including Changde Modern Equipment Manufacturing Industry Corridor, Changde Economy and Technology Development Zone, Changde National High-tech Park.

 

Section Five Accelerating New Urbanization

 

We will improve urban planning and strive to develop Changde into a modern regional center in northwest of Hunan Province. We will accelerate the integration of Jinshi County and Li County and attach great importance to the urbanization of counties and towns such as Shimen County, Taoyuan County, Anxiang County.

We will build Changde into a “Double Hundred City”, a city with an urban area of over 100 km² and an urban population of over 1 million.

We will promote the development of counties and small towns, regarding counties as important support to perform the strategy of “new urbanization” and small towns as vital platforms to accommodate rural population.

We will construct Perfect Community with the “3+N” management pattern.

We will deepen the reform of the household registration system and relax restrictions on eligibility for urban residency, granting urban residency to more people with rural household registration and living in urban area.

 

Section Six Accelerating Coordinated Development of Material Civilization and Spiritual Civilization

 

We will strengthen the construction of spiritual civilization and hold activities such as “Morality Lecture” to advocate social ethics, professional ethics, family virtues and personal morality. We will advocate “Changde Spirit” and make it the common value pursuit of all Changde people.

We will strive to develop culture. By 2020, the coverage rate of public culture service system, radio and television and standard farmer bookstore will reach 100%; national historical and cultural sites will surpass 30 and provincial ones 55.

 

Chapter Seven Adhering to Green Development and Building Beautiful Changde

 

Section One Performing the Strategy of “Main Functional Area”

 

We will improve spatial development planning and set a red line that Changde's total area of ecological spaces should not fall below national standard and construct an ecological pattern that can protect Changde’s ecological security, human settlement and biological diversity.

We will take supporting policies which accord with main functional area system, forming an interest-oriented mechanism corresponding to all sorts of main functions.

We will strengthen spatial supervision and management and build a dynamic spatial supervision and management system of multiple functions that covers the whole Changde.

 

Section Two Emphasizing Comprehensive Administration of Environment

 

We will promote comprehensive administration of water environment and reinforce the protection of water resource, the treatment of water pollution, the restoration of water ecology.

We will improve air quality. By 2020, we will make great progress in the control and prevention of air pollution and the air quality of Changde City will be good or excellent for 80% of the year.

We will take various measures to prevent and control soil pollution. By 2020, 75% of Changde’s arable soil will meet national environmental quality standard.

 

Section Three Accelerating Ecological Conservation and Restoration

 

We will construct green belts and strive to remain 5570 thousand mu ecological and non-commercial forests. By 2020, the forest coverage will reach 23.04%.

We will strengthen the protection and restoration of wetland. By 2020, Changde ’s area of wetland will reach 3000 thousand mu.

We will make efforts to protect wild animals and plants. By 2020, wild animals and plants enterprises will increase by 100. 60% of wild animals and plants under state protection will increase in number and 100% of ancient and famous trees will be under protection.

 

Section Four Strengthening Economical Utilization of Resources

 

We will advocate the green and economical ideas and encourage green and clean production, green industry and rational consumption, forming a social trend of economy.

We will advocate energy-conservation, low-carbon and sustainable development. By 2020, energy consumption per unit of GDP will be lower than the provincial target. We will strive for a national new energy model city and spare no effort to build Taoyuan County into a green energy model county.

We will increase the efficiency of utilizing water resource and construct a water-saving society. By 2020, the water-using coefficient in farm irrigation will reach 0.55 and the coverage rate of water-saving devices 75%.

We will encourage intensive and economical utilization of land and minerals. By 2020, Changde’s cultivated land will be no less than 459.6 hectare and the basic farmland protection area 399.5 hectare.

We will encourage the recycling of resources. We will construct a disposing system of solid waste produced by industry and agriculture and improve the renewable resource recycling system. We will spare no effort to build Anxiang County into a national recycling economy model county.

 

Chapter Eight Adhering to Open Development and Building Modern Changde

 

Section One Constructing Modern Multi-dimensional Network

 

We will construct Changde into a great transportation hub. We will build  Doumuhu Comprehensive Transportation Hub where aviation, railway, road and waterway gather together and Doumuhu Airport Logistics Park, the biggest logistics park in northwest of Hunan Province.

We will extend the arteries of railway. Qianjiang-Zhangjiajie-Changde Railway and Yiyang-Changde High Speed Rail will be finished; Changde-Yueyang-Jiujiang Railway and Xiangyang-Jinli-Changde High Speed Rail will start construction.

We will build a great road network. By 2020, the length of highway in service will exceed 600 kilometer.

We will develop water transportation. A number of projects will serve to develop it such as the administration of channel through Yuan River and Li River and the construction of ports and piers.

 

Section Two Deepening the Reform of Mechanism

 

We will improve the modern property right mechanism, separate government functions from enterprise management and accelerate the intensive management and market operation of state-owned capital.

We will streamline administration, transform the functions of the government and improve government’s performance.

We will improve government pricing system and the pricing supervision system so as to achieve transparency and validity.

We will deepen the reform of financial investment and management system, strive to promote the cooperation between government and social funds and lead the later into the infrastructure construction of the former.

We will step up the development of the social credit system, improve credit information management system, develop and regulate credit service market.

We will deepen the reform in social sectors such as educational system, cultural system, health system and civil administration.

We will deepen the reform of ecological civilization system. We will improve natural resource property right system and use control system and implement compensation system for the use of resources and for the damage to the ecological environment.

We will launch a new round of national project pilot such as National Sponge City pilot, National New Urbanization pilot, small and medium-sized city comprehensive reform pilot.

 

Section Three Connecting actively to National Development Strategy

 

We will build Changde into a “foreland” of Hunan Province that connects actively to Silk Road Economic Belt and becomes an important part in Hunan-Europe Express.

We will integrate the development of Changde into the construction of Yangtze River Economic Belt. According to Changde City’s special location, we will implement the opening-up strategy that connects Changde to Wuhan and Chengdu.

We will enhance our cooperation with Hunan Province and coastal area. We will deepen our cooperation with “Changsha-Zhuzhou-Xiangtan” Region, Yangtze River Delta Region and Pearl River Delta Region.

 

Section Four Constructing Inland Open Economic Zone

 

We will strengthen opening-up platform. In the 13th Five-Year Plan period, we will upgrade Changde Yanguan Pier and build Doumuhu Airport, inland ports and a city e-port information system.

We will build a sound environment for development. Changde's investment environment will become even more fair, transparent, and predictable, and Changde will be able to maintain strong appeal and serve as a favorite destination for investment.

We will strive to develop foreign trade, improve export products and trade methods and extend international market. By 2020, the total volume of import and export will reach 1.7 billion dollars.

 

Chapter Nine Adhering to Shared Development and Building Happy Changde

 

Section One Implementing Poverty Alleviation Project

 

We will implement the strategy of “Targeted Poverty Alleviation”. By 2020, 359 thousand people will lift out of poverty.

We will improve infrastructure of poor regions. The infrastructure and public service facilities of 410 poor villages will be close to the level of urban area by 2017 and reach the level of urban area by 2020.

We will strive to enhance development capacity. We aim to improve the production and management ability of poor farmers, develop assistance pattern such as industry alleviation, poor village joint development and support of collective economy of poor villages.

We will strengthen the responsibility for poverty alleviation. We will improve and implement the system of accountability and evaluation for poverty alleviation projects.

Section Two Developing Public Service

 

We will encourage actively social employment. In the 13th Five-Year Plan period, over 50 thousand urban jobs will be created annually; registered urban unemployment rate will be kept within 4.5%; 200 thousand rural labors will be transferred and employed.

We will strengthen all-round efforts to develop public health service. We will promote equal access to public health service, increase efforts to prevent and control major infectious diseases and chronic non-infectious diseases, improve monitoring and warning system of occupational diseases, and initiate relevant health activities to strengthen people’s health awareness.

We will improve medical service system and relevant operation system. By 2020, we will build about 6 Grade-A hospitals in central urban area, 1 or 2 Grade-A hospitals in counties and about 5 major specialist hospitals established. Changde consequently will be built into a regional medical service center with advanced technology and multiple functions.

We will promote balanced population growth and adhere to the basic state policies: Family Plan and Gender Equality.

We will address actively the issue of the aging population. By 2020, every district or county will boast 1 public senior citizen nursing demonstration organization. Over 90% of counties and 60% of rural communities will boast comprehensive service facilities and stations which provide senior citizen nursing service.

 

Section Three Improving Social Security System

 

We will improve the income distribution system and reduce the income gap. We will increase personal income in step with economic growth.

We will expand the coverage of social insurances such as basic old-age insurance, basic medical insurance, unemployment insurance and employment injury insurance and establish a social insurance registration system covering every residents.

We will establish more equitable and sustainable social security systems. We aim to improve all sorts of social security systems including basic old-age insurance, basic medical insurance, unemployment insurance and employment injury insurance so as to achieve a higher level of social security.

We will protect the rights of special groups such as handicapped people, women, teenagers and empty nest elderly. In the 13th Five-Year Plan period, we aim to provide free recovery service for 2 thousand disabled children from poor families and various service and compensation for 100 thousand handicapped people and create 5 thousand new urban jobs for them.

We will improve government housing support system, which includes the rebuilding of houses in rundown urban area and rebuilding of dangerous building and old communities.

 

Section Four Improving Public Safety System

 

We will guarantee food and pharmaceutical security and speed up the development of unified and authoritative safety monitoring systems for food and pharmaceuticals. By 2020, the security rate of food will be over 95% and that of pharmaceuticals over 97%.

We will continue our efforts to ensure workplace safety, improve safety infrastructure particularly in high-risk industries, build capacity to prevent and mitigate disasters, enhance monitoring, early-warning, and emergency response mechanisms, improve and implement the system of accountability, management and evaluation for workplace safety.

We will develop crime prevention and control system. New ways will be developed to improve the mechanisms for maintaining law and order; a data base for crime prevention and control will be established; unlawful and criminal activities will be punished in accordance with the law, and violent terrorist activities cracked down severely.

We will improve emergency management system. We will enhance our capability to respond to public emergencies, establish the early-warning and emergency mechanism and improve city-county-town-village emergency information network and rapid alerting system.

We will speed up the construction of national defense. We will build three new county-level civil air defense and emergency command centers, nine county-level basic command posts and a flexible command post.
