Brief Introduction

   The Dongting Lake Ecological Economy Zone Development and Construction Collaborative Innovation Center was established in 2015 in accordance with the national strategy of the Dongting Lake Ecological Economy Zone Development Planning. With Hunan University of Arts and Science as its leading unit, it enjoys the support from such collaborative units such as Institute of Geographic Sciences and Natural Resources Research of Chinese Academy of Sciences, Development and Reform Commission of Hunan Province, Hunan University, Changde City Government, Hunan Artistic Performance Group, Hunan Huanan Opto-Electro-Sci-Tech Co., Ltd., Hunan Jinjian Cereals Industry Co.,Ltd., Hunan Henz Rock-drilling Sci-tech Co., Ltd., Changde Liyuan New Materials Sci-Tech Co., Ltd., Changde Zhongnan Energy Development Co., Ltd. It boasts 1 public service platform and 4 innovation platforms which magnetize many experts in the fields of mechanics, agriculture, ecology, new materials and new energy, tourism, literature, history, education, geography, computer and so on.


Development Goals

    1. Coordinating the ecological and productive functions of the Lake Area so as to build "Safe Dongting". The center gives high priority to ecology, tries to ensure ecological security, water safety and food safety in order to build a harmonious relationship between water and human, and coordinate the economic, social development and ecological, environmental protection in the Lake Area.

    2. Developing the high-tech, low-carbon industries in the Lake Area so as to build "Green Dongting". Under the guidance of the “Two-oriented Society” idea, the center strives to develop ecological agriculture, high-tech, low carbon industries such as special equipment manufacturing, new energy, new materials, as well as tourism with ecological characteristics in an attempt to promote industrial upgrading and achieve sustainable development of the environment and industries in the Lake Area.

    3. Inheriting and innovating the excellent traditional culture of the Lake Area so as to build "Cultural Dongting". The center tries to inherit the outstanding traditional culture of the Lake Area, develop cultural creativity industry, build a modern educational system serving the Lake Area in an effort to enhance the cultural soft power of the Lake Area. It tries to popularize among people the people-oriented concepts of  ecological development and sustainable development.   

    4. Establishing a big data platform in the Lake Area so as to build "Digital Dongting". On the basis of the key technologies including cloud computing and cloud service, the center tries to construct the framework of geo-spatial information system, carry out the theoretical researches and practical applications of big data with the purpose of improving the information management of the Lake Area.

    Core Issues: The construction and development of the Dongting Lake Ecological Economy Zone involve ecological restoration and protection, industrial restructuring, livable housing construction, people's livelihood improvement, infrastructure supporting and so on. There are many management issues in economy, resource, environment, industry and other fields, as well as institutional issues about industry, administration, financing, and tax to be dealt with. There are many research institutions among colleges and universities, government departments and large-scale enterprises. But these institutions are poorly integrated with each other and lack of effective communication and coordination mechanism. As a result, a cohesive force fails to be formed, which hinders the effective use of limited sci-tech resources and especially the efficiency of talent and technology investment.

     Overall Goal: The platform aims to integrate resources, innovate mechanism,  coordinate fully and give play to the respective advantages of various institutions so as to overcome jointly difficulties, take the strategic needs of the Dongting Lake Ecological Economy Zone Planning as the orientation, and enhance the innovation ability of talent, discipline, and scientific research with the purpose of providing appropriate theoretical and technical support for the construction and develpoment of the Dongting Lake Ecological Economy Zone and promoting harmonious development of ecology and economy in the Lake Area.

    Main Work: The platform conducts researches focusing on such important issues as theoretical exploration of constructing and developing the Dongting Lake Ecological Economy Zone, ecological civilization construction, industrial transformation and upgrading, cultural creativity industry, information infrastructure construction; it promotes the deep integration of collaborative units, accumulates high-quality resources, innovates management mechanism, builds an innovative talent training mode, and specifies the duties and boosts the cooperation of platforms.

    Duties: 

    Development and Reform Commission of Hunan Province: To make and adjust the economic structural strategies and industrial policies in the process of constructing and developing the Dongting Lake Ecological Economy Zone; to offer advice about technology selection, technological innovation and high-tech development policies; to provide suggestions upon reasonable exploitation and utilization of natural resources, and ecological balance and environmental protection policies for the economic and social development of the Dongting Ecological Economy Zone; to fund for the center’s operation, management and scientific researches; to provide supporting policies for the transformation and application of the center’s sci-tech achievements; to protect and coordinate the relevant units of the center. 

    Changde City Government: To adjust the local economic structure strategies; to make and implement specific industrial policies; to build standard and evaluation system.

   Collaborative Units: To give priority to talent introduction for the center and in-service personnel’s further study (for master and doctor’s degree), professional title promotion, participation in international and domestic academic conferences and international cooperation and exchange; to provide policies, equipment, experimental sites and financial support for the center’s scientific researches and transformation of the sci-tech achievements.

    Core Issues: As the environment in the Dongting Lake Area deteriorates, wetland and biodiversity decline, flood and drought disasters happen frequently, and alien species invasion becomes increasingly serious. With the frequent use of pesticides and chemical fertilizers in the Lake Area, as well as the wide-ranged pollution of industrial and agricultural water, water quality greatly worsens, threatening seriously the safety of drinking water for people and animals. The basic farmland construction and protection system needs improving to ensure food safety.

    Overall Goal: The platform attaches much importance to ecological security, establishing an ecological security diagnosis and early warning system, formulating ecological security planning, strengthening ecological restoration and compensation, protecting biological diversity, and controlling invasive alien species. It tries to mitigate the salient environmental problems in the process of development and control the influence of industrial pollution and agricultural non-point source pollution on the ecological environment. It tries to carry out the analysis and simulation of disaster mitigation and prevention. It tries to coordinate ecological and productive functions and ensure high production, high quality and high efficiency of grain. Finally, it tries to build the Dongting Lake Ecological Economy Zone into a national ecological civilization demonstration area.

     Duties:

    Group No. 1: Ecological Security Diagnosis, Early Warning and Planning: By the means of the network monitoring in fields and analysis, test and systematic simulation in laboratories, this group tries to diagnose, analyze and assess the ecological security pattern, design ecological security early warning system, formulate ecological security planning, and put forward projects and measures of ecological protection, reconstruction and management so as to facilitate wise decisions and policies. 

    Group No. 2: Ecological Restoration and Compensation: By learning the successful experience from other ecological economy zones, this group will maintain the ecological waters of the Lake Area, strengthen ecological restoration and protection, improve ecological compensation mechanism, and develop the monitoring and evaluation mechanism of the Dongting Lake ecosystem.

    Group No. 3: Analysis and Simulation of Disaster Mitigation and Prevention: By China Ecosystem Network Observation and Simulation Platform, this group tries to study the formation and space-time evolution of flood and drought disasters in the Dongting Lake Area, assess risks of flood and drought disasters in the Dongting Lake Area, research the dynamic forecasting and early warning measures, and develop the key technologies of flood and drought risk assessment and regional ecological remote sensing monitoring.

    Group No. 4: Food Safety: Participating in such major research projects as Policy Research on Ensuring Food Security and Modern Agriculture Development, Research on National Food Safety Forecasting and Early Warning and Development Strategy, Quantitative Analysis and Digital Simulation of Balanced Relationship between Water and Soil Resource Utilization and Grain Production in China, this group tries to perform high-level basic farmland construction in the Dongting Lake Area, study land comprehensive administration and soil restoration, and analyze the coupling relationship between farmland protection and high production and high efficiency of grain in the Dongting Lake Area in an effort to construct the Dongting Lake Food Safety System.

    

    Innovation Platform No. 2: Green Dongting

    This innovation platform consists of four research groups: agricultural management mode transformation and ecological agriculture development, special equipment manufacturing industry transformation and upgrading, new energy and new materials and their industrialization, tourism resources protection and development. The director of this plaform is Professor Gu Zhengqi, who, also the director of the center, is a Chief Expert of National 863 Project and an Outstanding Talent in the New Century of the Ministry of Education.

    Core Issues: Although the Dongting Lake Area is rich in agricultural resources and referred as a national agricultural base abounding in important agricultural products such as grain, cotton, oil, freshwater fish and so on, it is poor in agricultural infrastructure and equipment and old-fashioned in agricultural development methods. It also witnesses frequent use of pesticides and chemical fertilizers and increasing emission of ammonia.

    Overall Goal: On the basis of the bountiful agricultural resources in the Lake Area, this group strives to develop vigorously an agriculture of high production, high quality, high efficiency, ecology and safety, make the agriculture here specialized, scaled, standardized and intensive,  increase constantly agricultural efficiency and farmers' income and finally build a modern agricultural base which can ensure food safety.

     Duties:

    Sub-group No. 1: Farmland Transfer in the Lakes Area: This sub-group tries to study current situation and features of farmland transfer in the Lakes Area, rights of farmland management authority and protection of transfer subjects’ interests, coordination of farmland transfer interests and innovation of transfer mechanism, construction of farmland transfer market and optimization of transfer environment.

    Sub-group No. 2: New Agricultural Management System Construction: This sub-group tries to research the history and basic theories of agricultural management mode, the subjects and organizational methods of modern agricultural management, the government’s conduct and supporting systems for the transformation of the agricultural management mode, the “Plain Lake Area Pattern” of modern agricultural management mode.

     Sub-group No. 3: Ecological Agriculture Development: This group tries to research the layout and construction of the modern agricultural production base, the standards, technical specifications, quality certification and brand building of agricultural products, the ecological  agricultural production methods, the standardized farming of livestock and poultry and the development of the recycling agriculture.

    Core Issues: Though there are some low-energy industries in the Dongting Lake Ecological Economy Zone, their researches on comprehensive green energy and energy-saving technology are decentralized and unsustainable. They are often achievement-oriented rather than product-oriented, without a strong R&D ability and interest in investing mature technologies. The union between research and development, innovation and industrialization has yet to be established, and cooperative development and green output growth are still a must.  

Overall Goal: In accordance with the national needs and the Dongting Lake Ecological Economy Zone Development Planning, as well as considering enterprise production, this group aims to build a green industrial system with its own advantages and characteristics, achieve industrial agglomeration and upgrading, innovate low-energy automobile equipment, special optics and new green energy and materials, develop domestically advanced application products, provide technologies and equipment for solving the major sic-tech problems in the process of national and local industrial transformation, finally build the Dongting Lake Ecological Economy Zone into a national low-carbon demonstration zone and special equipment manufacturing demonstration area.

    Duties:

Sub-group No. 1: Special Automobile Equipment Design and Manufacturing: Taking the automobile dynamics, automobile electronics as the innovation direction, this sub-group, together with automotive enterprises, carries out innovative researches on automobile structure, automobile electronics system, launches simulation and experiments about lightweight of automobile, aerodynamic characteristics and traffic flow model.

Sub-group No. 2: Rock-drilling Equipment Design and Manufacturing : This sub-group tries to manufacture special rock-drilling machinery and mechanical transmission equipment, research and develop new types of cost-effective rock-drilling machinery so as to replace those imported high-end products and domestic low-end products, and improve product’s performance, quality and market competitiveness.

Sub-group No.3: Special Optical Equipment Test and Manufacturing: This sub-group tries to engage in the researches on processing and manufacturing technologies of advanced optical equipment and optical components, as well as on the key technologies in such fields as applied optics, optical information processing and photonic materials, introduce domestically and internationally advanced measurement and test equipment and technologies, and provide the accurate and reliable optical test service for social enterprises.

   Core Issues: Though the new energy and new materials industries in the Dongting Lake Ecological Economy Zone have gained rapid development, they still need to break the bottleneck in the development of  new products such as new energy batteries and porous functional materials so as to reduce energy consumption. It is urgent to restructure the new energy and new materials industries, strengthen the agglomeration of new energy and new materials industries, and establish an collaborative innovation mechanism for new energy and new materials industries.

Overall Goal: In accordance with national development needs and the Dongting Lake Ecological Economy Zone Development Planning, as well as considering the development reality of industries in the Lake Area, this group strives to build a new energy and new material industrial system with outstanding advantages and distinct characteristics, achieve the agglomeration and upgrading of new energy and new materials industries. 

Duties:

Sub-group No. 1: Nickel-Metal Hydride and Lithium Ion Batteries: This sub-group tries to research the development and applications of new functional materials, especially the growth and  physical properties of new materials and low-dimensional materials of nickel-metal hydride and lithium ion batteries, new automobile battery materials and the structures and the physical properties of diluted magnetic semiconductor materials.

Sub-group No. 2: Porous Functional Materials: Applying chemical engineering and technical methods, this sub-group launches profound and scientific researches focusing on the metal porous functional materials, polymer porous functional materials and composite porous functional materials.

Sub-group No. 3: Hydrocarbon Renewable Energy: This sub-group takes advantage of organic synthesis technology and waste oil to carry out researches on non-power hydrocarbon oil, power hydrocarbon oil, aviation hydrocarbon oil and develop the corresponding production process.


    Research Group 4: Characteristic Tourism Design and Development in the Lake Area

Overall Goal: This group strives to protect and restore the wetland ecology, build a brand of "Dongting Xiushui"(Clear and Beautiful Dongting Water), innovate the development mode of eco-tourism for win-win tourism development and ecological protection, develop characteristic cultural experience tourism for in-depth integration of culture and tourism, improve tourism transportation system, achieve a perfect integration of tourism theme, tourism image, tourism routes and tourism management, and build a world-renown lake tourism destination including ecological sightseeing, relaxation and recreation, as well as cultural experience.

Duties:

Sub-group No. 1: Protective Development of Wetland Eco-tourism: This sub-group focuses on such issues as wetland ecology  protection and restoration, the establishment of "Dongting Xiushui"(Clear and Beautiful Dongting  Water) brand, the reasonable development and planning of tourism resources of wetland; this sub-group also studies factors that restrict the Lake Area’s eco-tourism development and puts forward relevant solutions and strategies.

Sub-group No. 2: Development of Characteristic Cultural Experience Tourism in the Lake Area: This sub-group tries to systematically refine and publicize the historical relics and the intangible cultural heritages, develop characteristic cultural tourism, develop and promote the core tourism products of the Dongting Lake Ecological Economy Zone.

Overall Goal: In accordance with the major national needs and the Dongting Lake Ecological Economy Zone Planning, this platform is committed to the concept of ecological civilization and tries to excavate, organize and inherit all kinds of cultural heritages, refine cultural elements by the cultural creativity industry, optimize cultural resources and human resources, promote the integration of cultural creativity, design service and related industries, boost the in-depth integration of ecological, economic development and cultural, educational development, enhance the creativity and core competitiveness of cultural creativity industry, and finally achieve the rapid development of cultural industry in the Lake Area.

    Research Group No. 1: Protection and Industrialization of the Excellent Traditional Culture of the Lake Area: This group tries to protect and develop the representative folklore, cultural sites, places of historic interest and scenic beauty, modern and contemporary celebrity resources, choose the brilliant traditional cultural resources to develop cultural creativity industry and further extend the cultural creativity industry chain in the Lake Area. 

    Research Group No. 2: Research and Spreading of Anti-Japanese War Spirit and Culture of the Lake Area: This group sorts out Anti-Japanese War historical facts in the Lake Area, focusing on the major historical events such as "Japanese Army’s Germ War in Changde ", "Changde Battle", "The Massacre in Changjiao Town", which occurred around the Dongting Lake, publicizes the patriotism of the Lake Area’s army and people that once fought against the enemies bravely, spreads the Anti-Japanese War culture of the Lake Area, informs international community of the heinous crimes committed by the Japanese militarism, engages in literary and artistic creation, academic researches and cultural creativity products development around the Anti-Japanese War topic.

   Research Group No. 3: Intangible Heritages Inheritance and Cultivation of Characteristic Performance Brand: This group propels the active inheritance of intangible cultural heritages in the Lake Area both theoretically and practically, cultivates some tourism performance  brands such as Enchanting Hunan and Fascinating Wuling, and enhances the the value and status of characteristic performance industry in the process of the socioeconomic transformation of the Lake Area.

    Research Group No. 4: Innovation and In-depth Transformation of Modern Education System in the Lake Area: This group leads the undergraduate universities and colleges in the Lake Area to in-depth transformation of applied technological universities so as to support the construction and development of the Dongting Lake Ecological Economy Zone with talents, technologies and intelligence. It implements the Lake Area’s Excellent Secondary School Teacher Training Program to improve the quality of secondary school teachers and lay a firm foundation for the education in the Lake Area. It launches the project of Ecological School in the Lake Area so as to cultivate the environmental awareness of students and improve the ecological quality for the residents inhabited in the Lake Area.

Core Issues: At present, the digitalization and networking of the Lake Area are underdeveloped, without a large-scale accurate mapping system for the Dongting Lake Area; the integration of the spatial data sharing and platform is difficult; and the key supporting technologies in such fields as big data and intelligent technology still need a breakthrough.

    Overall Goal: In accordance with the major national needs and the Dongting Lake Ecological Economy Zone Planning, this platform tries to accomplish the data collection, database building and system construction of "Digital Dongting" Geospatial Framework, give high priority to the technologies and typical applications of big data and intelligent decision-making, make a crucial breakthrough in the supporting technologies of “Digital Dongting "infrastructure to provide the basic data for public service, enhance the informatization of the Area and finally promote the rapid, harmonious, and sound development of the Dongting Lake Ecological Economy Zone.

Duties:

    Research Group No. 1: Construction of Geospatial Information Framework: By using such theories and methods as geographic information science, remote sensing, surveying and mapping science, this group strives to make a breakthrough in those core technologies including complex space-time system modeling, high-performance geoscience computing, adaptive visualization, build the Dongting Lake mapping system and the basic information sharing mechanism so as to provide the geographic information services in the Dongting Lake Area .

    Research Group No. 2: Construction of Big Data Public Service Platform: On the basis of the big data service platform conducted by cloud computing, grid computing technology and data mining technology, this group attaches great importance to the key specialized technology researches on tourism data mining, tries to break through the technical difficulties of the big data platform for intelligent tourism in an attempt to support the development of tourism and finally optimize the big data service ability.

   Research Group No. 3:Spatial Intelligent Decision Support: By using the technologies and methods including geographic information, artificial intelligence and decision support, this group deals with the technology applications of spatial intelligent decision support system, offers intelligent strategies and decisions for disaster prevention and mitigation, as well as spatial intelligent traffic decision support and other technical services and consultation services.
